What was the subject of the Social Dialogue Council meeting in July 2021?

On July 12, 2021, a plenary session of the Social Dialogue Council was held, chaired by Prime Minister Jarosław Gowin. The topics of the meeting included, among others assumptions of the draft state budget for 2022, proposals of average annual rates of increase in wages in the state budget sector for 2022 and the amount of the minimum wage in 2022. The government side was represented by: Olga Semeniuk – Undersecretary of State in the Ministry of Development, Labor and Technology, Paweł Wdówik – Secretary of State in the Ministry of Family and Social Policy, Piotr Patkowski – Undersecretary of State in the Ministry of Finance and representatives of the Ministry of Education and Science and the Ministry of Health. During the meeting, the common position of the social side of the Team for Budget, Wages and Social Benefits was presented on the assumptions of the budget for 2022, the proposed average annual wage growth rates in the state budget sector for 2022 and the minimum wage and the minimum hourly wage in 2022. The social side did not manage to develop a common position in the above-mentioned issues. Social partners pointed out that the ongoing process of agreeing the National Plan for Reconstruction and Increasing Resilience as well as the prolonged work on bills related to the Polish Order make it difficult to conduct talks on the assumptions for the 2022 budget. As for the proposed average annual wage growth rates in the state budget sector for 2022, the social side drew attention to the directional need to increase wages in the budget sphere. Later in the meeting, Resolution 97 of the employees and employers of the Social Dialogue Council on the situation in the light industry in connection with the COVID-19 pandemic was adopted.
