How to conduct an annual health and safety analysis?

Occupational health and safety analysis is primarily an assessment of the safety status in the enterprise, which involves comparing it with applicable regulations and identifying irregularities. It is made on the basis of knowledge of the level of work safety in a given company.

Pursuant to the legal provisions on occupational health and safety, the occupational health and safety service is obliged to prepare at least once a year an analysis of the occupational health and safety status in the company, containing proposals for technical and organizational actions aimed at preventing threats to employees’ life and health and improving working conditions.

The obligation to prepare an analysis applies to:

  • occupational health and safety services in the case of one-person or multi-person staffing of this service,
  • an employee entrusted with performing the tasks of the occupational health and safety service,
  • a specialist from outside the workplace entrusted with performing occupational health and safety service tasks,
  • an employer performing occupational health and safety service tasks in accordance with the provisions of the Labor Code.

The health and safety analysis should be prepared in writing and submitted to the employer. The document is created not only for the employer, but also for inspection by external control bodies. The analysis of the occupational health and safety status should include basic information about the workplace, such as:

  • place of business,
  • type of business,
  • the number of employees, specifying the number of women, juvenile employees and disabled employees.

The regulations do not clearly indicate how an occupational health and safety analysis should be carried out and what scope it should cover. It is the person responsible for the operation of the occupational health and safety service that accepts issues and identifies the level of safety in the company.

The main purpose of conducting an analysis of the occupational health and safety status is to determine whether the legal obligations regarding occupational health and safety were fulfilled during the year and what difficulties and problems related to maintaining safety appeared during this period.

This analysis should serve to draw conclusions regarding safety improvement and take actions in this area. The analysis of the health and safety status should also include a comparison of the analyzed issues to the situation in previous years.

The legal provisions do not clearly indicate what data it should contain and what issues should be included in it. First of all, you should take into account the type of business and the requirements of employees regarding the organization of their workstations.

The annual health and safety analysis may include information, among others: about:

  • type of business, its nature and industry, technology, structure,
  • employment structure,
  • used work rooms and their technical conditions,
  • technical equipment used,
  • harmful and dangerous agents used,
  • performed measurements of the working environment,
  • the employer’s fulfillment of requirements related to allowing employees to work (medical examinations, health and safety training, applicable rules and instructions),
  • occupational risk assessment along with a list of employees familiar with it,
  • collective and individual protection centers as well as work clothes and footwear and the rules for their allocation,
  • occupational health and safety inspections along with information on any deficiencies found and how to solve them,
  • accidents at work and occupational diseases,
  • fire protection with the arrangement of fire-fighting equipment,
  • evacuation signs and rules.
