What was the 109th session of the International Labor Conference about?

On June 3-19 this year. the 109th session of the International Labor Conference was held. It was attended by a Polish tripartite delegation headed by the Secretary of State in the Ministry of Development, Labor and Technology, Ms Iwona Michałek. Due to the COVID-19 pandemic, the session was virtual. In the plenary discussion, Deputy Prime Minister Jarosław Gowin made a speech, who presented Polish actions to mitigate the effects of the pandemic. It was also attended by representatives of social partners (NSZZ „Solidarność” and Employers of Poland). The World Labor Summit organized during the conference was attended by many eminent personalities, most notably Pope Francis and the US President Joe Biden. The deliberations of the Conference were dominated by the global situation related to the crisis caused by the COVID-19 pandemic. The topic of overcoming the crisis after the pandemic was the main point of the plenary discussion and also appeared in the discussions of all committees. The conference adopted a final document on Human-Centered Reconstruction after COVID-19, which prioritises the creation of decent jobs for all and addresses inequalities caused by the crisis. This document is a global call for action to recover from the social and economic crisis in a sustainable and resilient way to future crises. The conference also adopted conclusions on measures to promote universal social protection and the strengthening of social protection systems, and the sustainable and adequate funding of social security systems, and the mobilization of ILO resources. The Conference also assessed the implementation by some states in their national legislation and practice of the provisions of the ILO conventions they ratified. Particular attention was paid to the situation in countries that persistently and grossly violate ILO conventions: Belarus (Convention No. 87 on Freedom of Association), Ghana (Convention No. 182 on the prohibition of child labor), Tajikistan (Convention No. 81 on labor inspection) and Turkmenistan (Convention No. 105 on the Abolition of Forced Labor). The conference adopted a resolution on the situation in Myanmar, which saw a military coup on February 1, 2021. The resolution calls for the restoration of democracy and civilian rule, an end to arbitrary detentions and human rights violations, and the restoration of fundamental principles and rights at work. The situation in Myanmar will be monitored by the Governing Body of the International Labor Office. The second part of the 109th Session of the MKP will take place on November 25 – December 11 this year. It will include discussions on inequality and the world of work, skills and lifelong learning.
