What is the National Recovery Plan?

The National Reconstruction Plan (KPO) is a comprehensive programme of strategic reforms and projects. Its aim is to strengthen economic and social resilience and build the potential of the Polish economy for the future.

The KPO is to rebuild the health of the economy after the coronavirus pandemic crisis and provide it with greater resilience to future unforeseen circumstances. The money received under the program is intended for technological modernization, to reach native companies and to improve the quality of life of Poles and the competitiveness of our economy.

The reforms and investment programmes of the KPO are primarily intended to achieve a green and digital transformation in the long term.

The creation of the KPO is based on the European Recovery and Resilience Facility (RRF), which provides €750 billion in aid to Member States. Poland is the fourth largest beneficiary of this scheme.

Our country is to receive:

  • EUR 23.1 billion in non-refundable grants,
  • EUR 34.2 billion in possible loans.

This appropriation must be used for specific investments that are part of key areas for the EU. These include infrastructure, transport, energy and the environment, innovation, digitalisation, health, society and territorial cohesion.

In the first years (by the end of 2022), Polish 70% of this amount was planned – €18.9 billion in grants and an additional €4.1 billion the following year. Whether we get funding in 2023 will be decided by a review of economic indicators – in particular the fall in real GDP in 2020 and 2021.

State and private companies will be able to benefit from the scheme. 1200 projects were collected from regions and ministries to the KPO. These include both road and rail infrastructure construction or reconstruction plans, as well as local projects such as sewerage. Entrepreneurs, business owners and local governments were then able to submit their ideas for reforms and investment projects in an open form on the planodbudowy.gov.pl.

More than 1,600 applications were submitted to the dedicated inbox. Each of them has been analysed. Particularly valuable ideas will be used – integrated into existing projects or addressed to the work of KPO working groups. In addition, some of the proposed solutions, although not within the KPO, may be integrated into other proposed legislative or programme projects.

Poland should submit a National Reconstruction Plan to the European Commission by the end of April 2021. But we intend to do this more quickly so that the funds from the reconstruction fund come to us immediately and with the new year start to implement reforms and innovate.

We plan to prepare a preliminary draft KPO and forward it to the European Commission by the end of the year. We have until 2026 to implement the reconstruction programme.
