What was the topic of the meeting of the European Funds Team in February 2023?

On February 1, 2023, a meeting of the European Funds Team was held at the Social Partnership Centre „Dialog”. On the government side, the meeting was attended by: Ms. Małgorzata Jarosińska-Jedynak, Secretary of State in the Ministry of Development Funds and Regional Policy and Mr. Piotr Patkowski, Undersecretary of State in the Ministry of Finance. The meeting was also attended by representatives of the Ministry of Funds and Regional Policy and the Ministry of Family and Social Policy.

The first item on the agenda was the National Recovery and Resilience Plan. Minister M. Jarosińska-Jedynak presented information on the state of implementation of the program, the implementation of projects and the so-called milestones and the appointment of the Monitoring Committee. It informed that it is now planned to submit a first payment application covering thirty-seven milestones that were implemented between 1 February 2020 and 30 June 2022. The value of the first payment application is EUR 4 billion 200 million. Of this amount, EUR 2 billion 851 million is the grant part, and EUR 1 billion 368 million is the loan part. Two milestones remain to be met, i.e. the Act on the Supreme Court and the Act on Investments in Onshore Wind Farms. Once these laws are adopted, a payment request will be sent. The waiting period for the disbursement of funds from the NIP will depend on the pace of the European Commission’s work on assessing the implementation of milestones. Pre-consultation of the second and third payment claims was launched. The KPO Monitoring Committee was established by order of the Minister of Funds and Regional Policy on 4 August 2022. The first meeting of the Committee shall be scheduled after the payment application has been sent.

The next item on the agenda was information on the state of implementation of national and regional programmes under the Partnership Agreement for 2021-2027.

Minister M. Jarosińska-Jedynak informed that the Ministry of Development Funds and Regional Policy is responsible for the implementation of six national programs under the Partnership Agreement for 2021-2027. These are European Funds for: climate, environment and infrastructure; social development; digital development; for Eastern Polish; a modern economy; technical assistance for European funds. The Ministry of Family and Social Policy is responsible for implementing the European Funds for Food Aid programme, and the Ministry of Agriculture and Rural Development implements the European Funds for Fisheries programme.  In addition, 16 regional programs are implemented, the implementation of which is the responsibility of the marshals of the province. By the end of 2022, all programmes covered by the Partnership Agreement for 2021-2027 have been agreed with the European Commission and implementing decisions have been issued for each programme. Since the implementation decision has been issued, each managing authority of the programmes can take official action to launch the 2021-2027 perspectives. Poland is among the Member States that received a decision approving all national and regional programmes without losing their 2021 commitments. Monitoring Committees have been established.

The last item was the position of the social partners on the comments on the Rules of Procedure of the Monitoring Committee. The social partners proposed a change in the approach to financing the costs supporting the committee. The proposal provides for the introduction of a lump sum related to participation in the work of the committee for partners outside the administration.
