What was the 111th session of the International Labor Conference devoted to?

Ms. Barbara Socha, Undersecretary of State in the Ministry of Family and Social Policy, together with the tripartite Polish delegation, took part in the 111th session of the International Labor Conference of the IPC (June 5-16, 2023), which has just ended in Geneva.

The conference almost unanimously adopted the Recommendation on quality apprenticeships.

After a long and difficult discussion, the Conference also adopted the Program and Budget of the International Labor Organization for 2024-25 in the amount of USD 879,800,000.

The International Labor Conference decided to apply special measures based on Art. 33 against Belarus for non-compliance with the provisions of Convention No. 87 on Freedom of Association and Protection of the Right to Organize, 1948 and Convention No. 98 on the Right to Organize and Collective Bargaining, 1949 and failure to implement the recommendations of the Committee of Inquiry since 2004 appointed to investigate infringements. According to the resolution adopted by the IPC, the agenda of the future sessions of the IPC is to each time include a special meeting of the Committee on the application of standards on the implementation by Belarus of the provisions of Conventions No. 87 and 98, until the recommendations of the Inquiry Commission are implemented. In addition, ILO members will be called upon to review relations, they may have with the government of Belarus in order to take appropriate measures to prevent the government in Minsk from using such relations to violate labor rights. On the basis of the resolution, the Director-General is obliged to inform other international organizations about the Belarusian government’s non-compliance with the recommendations of the Investigation Committee and to call on these organizations to re-verify the cooperation established with Belarus. As a result of the periodic discussion, the Conference also adopted conclusions on labor protection and conclusions on a just transition towards an environmentally sustainable economy and society for all.

The government delegate, Ms. Barbara Socha, Undersecretary of State at the Ministry of Labor and Social Policy and the delegates of employers – Michał Maksymiuk (representative of Pomeranian Employers associated in the Lewiatan Confederation) and employees – Ewa Kędzior (representing NSZZ „Solidarity”) took part in a general discussion at the plenary session, which was based on Director General’s report „Action for Social Justice”.

A member of the government delegation, First Secretary at the Permanent Representation of the Republic of Poland in Geneva, Joanna Żeber, acted as a rapporteur for the Committee on the application of standards during the IPC and presented the Committee’s report during the plenary session.

During the IPC, the World Labor Summit was held with the participation of heads of state and government, which was devoted to a discussion on the proposal of the Director General of the International Labor Office, Gilbert Houngbo – the Global Initiative for Social Justice.
