What was the topic of the meeting of the Tripartite Industry Team for Social Welfare in May 2023?

Stanisław Szwed – Secretary of State in the Ministry of Family and Social Policy chaired the meeting of the Tripartite Industry Team for Social Welfare, which took place on May 9, 2023 at the „Dialog” Center for Social Partnership.

The meeting was devoted to discussing the draft act amending the act on social assistance and some other acts. The meeting was attended by representatives of the Ministries of Health, Finance and Family and Social Policy.

Deputy Minister S. Szwed informed that the draft act amending the act on social assistance and certain other acts was included in the list of legislative and program works of the Council of Ministers. In addition, it has already been considered by the Standing Committee of the Council of Ministers and recommended to the Council of Ministers.

He also informed about the planned for May 11 this year. meeting, organized by the Ministry of Labor and Social Policy, concerning systemic changes in the field of social assistance. The meeting was attended by representatives of scientific circles dealing with broadly understood social services and social integration, representatives of local government units, employees of social welfare organizational units, non-governmental organizations, as well as the trade unions and employers.

Then Grzegorz Baranowski – Director of the Department of Social Assistance and Integration in the Ministry of Labor and Social Policy informed about the currently processed draft act amending the act on social assistance and some other acts. The amendment includes i.a. changes in the scope of abandoning the currently functioning nomenclature of flats defined as „protected” and changing their formula. Sheltered housing will be replaced by the name „training and assisted housing”. Another proposed change is the introduction to the Act of a legal framework for the provision of neighborhood services as a form of care services. In addition, it is proposed to introduce a regulation enabling the provision of short-term support services by social welfare homes and to introduce a register of notifications of extraordinary events.

In the next part of the meeting, a discussion with the participation of social partners took place, during which, among others, the issues of neighborhood help and the form of its implementation, the introduction of short-term support services and 24-hour care. Attention was paid to the situation of employees in nursing homes, including the employment of medical personnel. In addition, it was postulated to start a discussion on systemic changes in the area of ​​social assistance.
