What was the theme of the Social Dialogue Development Team meeting in January?

Information on the activities of the Tripartite Industry Teams, the introduction of work science and social dialogue into the curriculum and information on the state of play of the Collective Dispute Resolution Act are among others the topics of the meeting of the social dialogue development problem team. The meeting took place on 12 January 2021 and took place by video conference. The government side of the meeting was represented by: Mrs. Olga Semeniuk – Undersecretary of State at the Ministry of Development, Labour and Technology, Marek Waleśkiewicz – Director of the Department of Dialogue and Social Partnership, Agata Oklińska – Deputy Director of the Department of Dialogue and Social Partnership, Agnieszka Wołoszyn – Deputy Director of the Department of Labour Law.

During the meeting, the Representative of the Solidarity NSZZ raised issues related to the inclusion in the core curriculum in schools of topics related to labour law and social dialogue. The Ministry of Education and Science, referring to the above issue, reported that the content on labour law and social dialogue is included both in the core curriculum of general education and in the various thematic Olympics organised. It has been mentioned that vocational counselling classes are also taught in schools.

Then Director Marek Waleśkiewicz presented information from the activities of the Tripartite Industry Teams. He informed about the actions that are being taken as part of the resumption of the work of the TZB. It was agreed that the social side would in the near future forward to the Ministry of Development, Labour and Technology requests to convene meetings together with the proposed subject matter.

Director Agnieszka Wołoszyn addressed the issue concerning the draft directive on adequate minimum wages in the EU. It m.in. that the short deadline for the submission of opinions by the competent ministries and the social partners was due to restrictions on the time limit within which the Council of Ministers is required to forward to the Sejm and the Senate the draft Position of the Republic of Poland on the proposed directive. It informed that, in accordance with the provisions of the Law on cooperation between the Council of Ministers and the Sejm and the Senate (…) the draft Position of the Republic of Poland together with the draft directive was submitted for parliamentary work.

Director Agata Oklińska presented information on the state of work on the law on the resolution of collective disputes. It announced the preparation of a new regulation on collective disputes, which will be submitted for consultation to the social partners once the legislative process has started under the Law on the Social Dialogue Council and the laws on trade unions and employers’ organisations. She also informed about the state of progress of agreeing candidates for the list of mediators conducted by the minister responsible for employment.

In addition, the social side provided information on the latest initiatives undertaken in the framework of the European Social Dialogue.
