What was the subject of the Social Dialogue Council meeting in June 2021?

The plenary session of the Social Dialogue Council was held on June 18, 2021 under the chairmanship of Prime Minister Jarosław Gowin. The topics of the meeting included, among others assumptions for the draft state budget for 2022, a proposal for the average annual wage growth rates in the state budget sector, a proposal to increase the indexation of pensions in 2022 and a verification of income thresholds from social assistance and family benefits. At the meeting, the government was represented by: Olga Semeniuk – Undersecretary of State in the Ministry of Development, Labor and Technology, Stanisław Szwed – Secretary of State in the Ministry of Family and Social Policy, Sebastian Skuza – Secretary of State in the Ministry of Finance, Wojciech Murdzek – Secretary of State in the Ministry of Education and Science , Zbigniew Gryglas – Undersecretary of State in the Ministry of State Assets and Barbara Socha – Undersecretary of State in the Ministry of Family and Social Policy. Deputy Minister S. Skuza presented a report on the implementation of the state budget act for the period from January 1 to December 31, 2020 and then the assumptions of the draft state budget for 2022. He stressed that the registered unemployment rate would drop from 6.2% in December 2020 to 6 , 0% at the end of 2021 The scenario assumes an average annual increase in the prices of consumer goods and services by 3.1% in 2021 and 2.8% in 2022. The growth of wages is expected to continue. It was assumed that in 2021 the nominal growth rate of the average wage in the national economy will amount to 6.2%, compared to the 5% increase recorded on average in 2020. In 2022, the average wage in the national economy will increase by 6.4%. In addition, he informed that the Council of Ministers proposes an average annual wage growth rate in the state budget sector in 2022 of 100.0 percent. in nominal terms. Pursuant to Art. 89 of the Act of 17 December 1998 on pensions from the Social Insurance Fund (Journal of Laws of 2021, item 291, as amended), increasing the indexation of pensions by at least 20% of the real increase average salary in the previous calendar year, is the subject of annual negotiations within the Social Dialogue Council, held in June, in the year preceding indexation. Deputy Minister S. Szwed informed that the government side proposes that the Council should keep the increase in the indexation of pensions in 2022 at the statutory minimum level of 20% of the real increase in the average wage in 2021. He stressed that, as a result, the index of pension indexation and disability benefits in 2022 will amount to no less than 104.0%. The total cost of valorization of old-age and disability benefits and other benefits from the general, agricultural and uniformed system, with the ratio of 104.0%, is estimated at approx. PLN 10.5 billion During the discussion, the trade unions proposed that the indexation of old-age and disability pensions should be no less than the average annual price index of goods and services in 2021, increased by at least 50% of the real increase in the average remuneration for work in 2021. in the state budget sphere. The social side of the Council did not manage to reach a common position on the proposal to increase the indexation of old-age and disability pensions in 2022. Next, the common position of the social side of the budget, remuneration and social benefits team on the proposals submitted by the government side concerning: the amount of income criteria in social assistance and family benefits and the amount of family benefits, allowances and supplements to family allowances was presented. In this position, the employees 'side and the employers’ side of the Council are in favor of increasing the income criteria in social assistance for the years 2022-2024 in relation to the government’s proposal. Moreover, the parties declare that the organizations representing the employees 'side and the employers’ side retain the right to present their own proposals of the amount of income criteria in social assistance for the years 2022-2024 and the amount of the income criteria entitling to family benefits and the amount of these benefits and other family benefits. Therefore, the social side of the Council adopted Resolution No. 96 of 18 June 2021 on the proposals submitted by the government side regarding: the amount of income criteria in social assistance and family benefits and the amount of family benefits, allowances and supplements to family allowances.
