What was the subject of the Social Dialogue Council meeting in July 2023?

Marlena Maląg – Minister of Family and Social Policy, Vice-President of the Social Dialogue Council took part in the plenary session of the Council devoted to the assumptions of the draft state budget for 2023, the proposal for average annual wage growth rates in the state budget sphere for 2023 and the proposal to increase the minimum wage for work in 2023. During the meeting, information on the implementation of the National Recovery Plan and the directions of changes in the policy was also presented.

Starting the debate on the assumptions of the draft state budget and the proposal for average annual wage growth rates in the state budget sphere for 2023, as well as the proposal to increase the minimum wage for work and the minimum hourly rate in 2023, J. Męcina – Chairman of the Team for budget, wages and social benefits informed that the Team failed to develop a common position on the above-mentioned issues. On the other hand, the common positions of the various parties were presented. The trade union side proposes that the increase in wages in the state budget sphere should be 5% in 2022 and 15% in 2023, and in the case of the minimum wage for work in 2023 it should be PLN 3450 from 1 January 2023; from 1 July 2023 3600 PLN. The employers’ side is inclined to support the Government’s proposal, i.e. an increase in wages in the budgetary sphere by 7.8%, an increase in the minimum wage to the level of PLN 3383 from January 1, 2023 and PLN 3450 from July 1, 2023, as well as a minimum hourly rate of PLN 22.10 and PLN 22.50.

Regarding the increase in the minimum wage, Minister Marlena Maląg reminded that the government proposed to increase the minimum wage to PLN 3383 from January 1, 2023 and PLN 3450 from July 1, 2023, as well as the minimum hourly rate of PLN 22.10 from January 1, 2023.  and PLN 22.50 from July 1, 2023. Minister Magdalena Rzeczkowska informed that the government side maintains its proposal to increase salaries in the state budget sphere in 2023 at the level of 7.8%.

Deputy Minister Małgorzata Jarosińska – Jedynak presented information on the state of implementation of the National Reconstruction Plan. She informed that on June 17, Poland received the executive decision of the Council of the European Union on the National Reconstruction Plan consisting of 48 reforms and 54 related investments. The allocation for Polish will amount to €35.4 billion, of which €23.9 billion is the subsidy part and €11.5 billion is the loan part. It stressed that the transmission of the implementing decision does not end the stage of acceptance of the NAP due to the need to implement the operational stage. It then discussed the situation of other European programmes, with a particular focus on the EU budgetary perspective for 2021-2027.

In the next part of the meeting, Minister Anna Moscow presented the planned directions of changes in climate and energy policy, taking into account the effects of Russia’s aggression against Ukraine. She noted that Russia’s aggression against Ukraine has not affected the planned update of the energy policy assumptions in 2023, and the more important factor is changes in energy demand and the balance of the energy mix. On 29 March this year, the assumptions for updating the Energy Policy Polish until 2040 were announced. A pillar of energy sovereignty has been added to the update assumptions. She stressed that there is no plan to abandon the pursuit of climate neutrality by 2049 and discussed the current state of the country’s renewable energy. climate and energy resulting from the effects of Russia’s aggression against Ukraine.

The meeting took place on 14 July 2022 at the Social Partnership Centre „Dialog”.
