What was the subject of the meeting of the Social Dialogue Development Team in June 2022?

The report on „Social Dialogue during the COVID-19 pandemic” and the proposal to create a platform within the Social Dialogue Council for the exchange of information on the activities of social partners related to the effects of the war in Ukraine were the subject of the meeting of the Social Dialogue Development Team.

The representative of OPZZ – K. Duda presented a report on „Social dialogue during the COVID-19 pandemic”. It contains recommendations on m.in amendments to the Act on the Social Dialogue Council and other social dialogue institutions in the part concerning public consultations and in the scope of increasing the organizational independence of the Council. Then there was a discussion around the presented report.

Deputy Minister S. Szwed, referring to the presented material, reminded that the situation caused by the pandemic in the country often forced making quick decisions or holding meetings in the form of video conferences. He stressed that the Ministry of Family and Social Policy always tries to ensure that there is a broad dialogue with the social partners. 

Then S. Adamczyk – NSZZ „Solidarność” outlined a proposal to create a platform within the Social Dialogue Council for the exchange of information on the activities of social partners related to the effects of the war in Ukraine. Creation of a working platform based on the RDS Office for the exchange of information on the activities undertaken and their possible coordination. He listed examples of activities: identifying the challenges associated with employing specific categories of refugees; early identification of crisis situations resulting from the war for employers and employees or identification of challenges related to access to specific social services.

The social partners have proposed the creation of an additional 'tab’ on the Social Dialogue Council’s website to provide information on the actions taken by the social partners. The Team’s request will be forwarded to the RDS Bureau.

Information on the prepared expert opinion on the practice of collective labour agreements in Poland was presented by Dr. B. Mądrzycki from the Department of Labor Law, University of Silesia. It was a preliminary information containing the most important elements of the developed expertise, such as: the current state of collective agreements, the causes of the crisis of collective agreements and proposals for solutions to improve the situation.

It was agreed that the developed expertise would be forwarded to the members of the Team.

M. Waleśkiewicz, Director of the Department of Dialogue and Social Partnership, informed about the state of work on the Act on the Resolution of Collective Labour Disputes and amending the Act on the Social Dialogue Council and other social dialogue institutions. The draft law was approved by the College of the Ministry of Family and Social Policy and referred to intra-ministerial arrangements. The deadline for submitting any comments is 1 June this year.

The last point of the Meeting of the Team was the information of Director M. Waleśkiewicz on the current activities of the Tripartite Industry Teams.
