What was the subject of the meeting of the Problem Group for the Reform of the RDS Labour Market Policy on 17 October 2022
On 17 October 2022, a meeting of the Problem Team for Labour Market Policy Reform was held on-line with the participation of Ewa Flaszyńska, Director of the Labour Market Department at the Ministry of Family and Social Policy; Piotr Krasuski, Director of the European Social Fund Department at the Ministry of Funds and Regional Policy; Krzysztof Sadowski, Deputy Director in the Department of Funds at the Ministry of Family and Social Policy. The meeting was chaired by Katarzyna Siemienkiewicz, Employers of the Republic of Poland.
The meeting was devoted to the issue of the draft act on the employment of foreigners and the Polish labor market and the possibility of controlling the social partners over the Labor Fund and the Guaranteed Employee Benefits Fund.
The discussion mainly concerned the issue of changes in the regulations regarding the employment of foreigners in Polish. Representatives of the government side postulated the removal of the labor market test. They argued that the labour market test prolongs and thus hinders the process of employing immigrants in Poland. The government stated that the Russian Federation should be removed from the list of countries concerning facilitation of entry into the Polish labour market in terms of employing immigrants to Polish from this country. In addition, the fact that Warsaw has the largest number of foreigners in Poland was emphasized. It was proposed to take action to increase knowledge about immigrants working in Poland. At the same time, representatives of the government side stressed that there will be no penalties for not providing information on this subject. In turn, representatives of the employers’ side stated that attention should be paid to topics concerning: taking up work by foreigners, their refusal to take up work and resignation of immigrants. The government has announced that foreigners have the opportunity to submit a declaration of will. This applies to the issue of resignation from work by a foreigner at a given employer.
The government announced the introduction of the Act on Professional Activation in the future.
The social side declared to present its positions on the control of the social partners over the Labour Fund and the Guaranteed Employee Benefits Fund and on the draft law on the employment of foreigners.
The next meeting of the Problem Group for Labour Market Policy Reform is planned for the first half of November this year.
