What was the subject of the December 2021 meetingof the Social Dialogue Council?

Marlena Maląg – Minister of Family and Social Policy took part in the plenary session of the Social Dialogue Council, which was devoted to the government’s information on energy policy Polish in the context of the European Green Deal, the „Fit for 55” package and the declarations resulting from COP26.

The government side was represented by: Olga Semeniuk – Secretary of State in the Ministry of Development and Technology, Maciej Małecki – Secretary of State in the Ministry of State Assets, Jacek Ozdoba – Secretary of State in the Ministry of Environment and Climate, Dariusz Piontkowski – Secretary of State in the Ministry of Education and Science, Adam Guibourgé-Czetwertyński – Undersecretary of State in the Ministry of Climate and Environment.

Deputy Minister Adam Guibourgé-Czetwertyński informed that the European Parliament has adopted the document „Fit for 55” updating the European Green Deal. It is a set of legislative proposals to adapt the EU’s climate, energy, land use, transport and tax policies to reduce net greenhouse gas emissions by at least 55% by 2030, compared to 1990 levels.  The package is to be a tool of the Green Deal aimed at climate neutrality of the EU in 2050.  This document also contains a proposal to increase the share of renewable energy sources (RES) in the energy mix. The Deputy Minister drew attention m.in to the consequences of the package for the Polish heating industry. He emphasized the specificity of district heating networks in Poland in the context of the solutions proposed by the European Commission.

Deputy Minister M. Małecki stressed that the process of energy transformation should take place in a fair manner. He pointed out that Poland does not have an equal start compared to other European Union countries in the context of climate goals set by the EU.

Employers drew attention m.in to the issue of maintaining the competitiveness of the economy and industry as a basis for the effective implementation of solutions leading to climate neutrality; take into account the diversity of the structure of Member States’ economies by including transitional arrangements in the EU’s support instruments; consistency of the objectives and solutions of the „Fit for 55” package with dedicated strategies for the transformation of individual industries. The importance of gas in the Polish economy and the need to allow gas as a transitional fuel were emphasized.

Referring to the „Fit for 55” document, the trade union side postulated an analysis of the socio-economic effects of the proposed solutions. According to trade union representatives, the introduction of the package will have an impact not only on the Polish mining or energy sector, but also on the entire industry.

In the further part of the meeting, the Council adopted Resolution No. 103 of the employees and employers’ side of the Social Dialogue Council on the draft act amending the Act on the greenhouse gas emission allowance trading system and the Act – Environmental Protection Law.
