What was the plenary session of the Social Dialogue Council on August 13, 2020?

The assumptions of the draft state budget for 2021, the proposal of the average annual wage growth rates in the state budget sector, the minimum wage in 2021 and the proposal to increase the indexation of pensions in 2021 were the subject of the plenary session of the Social Dialogue Council, which was held on 13 August 2020 and took place in the form of videoconference and stationary at the Center for Social Partnership „Dialog”. The government side at the meeting was represented by: Marlena Maląg – Minister of Family, Labor and Social Policy, Vice-President of the Council, Stanisław Szwed – Secretary of State in the Ministry of Family, Labor and Social Policy, Waldemar Buda – Secretary of State in the Ministry of Funds and Regional Policy, Piotr Dziadzio – Secretary Of State in the Ministry of Climate, Maciej Małecki – Secretary of State in the Ministry of State Assets, Maciej Kopeć – Undersecretary of State in the Ministry of National Education, Piotr Patkowski – Undersecretary of State in the Ministry of Finance, Olga Semeniuk – Undersecretary of State in the Ministry of Development.

Deputy Minister P. Patkowski presented the assumptions of the draft state budget for 2021. He stressed that the registered unemployment rate would increase from 5.2% in December 2019 to 8.0% at the end of 2020, to reach the level of 2021 at the end of 2021. 7.5%. Core inflation is assumed to decline due to the slowdown in wage growth. The scenario assumes an average annual increase in the prices of consumer goods and services by 3.3% in 2020 and 1.8% in 2021. It is expected that in 2021 the average wage in the national economy will increase by 3.4%. In addition, he informed that the Council of Ministers proposes an average annual wage growth rate in the state budget sector in 2021 of 100.0% in nominal terms.

Minister M. Maląg presented a proposal for the minimum wage for work and the minimum hourly rate for 2021. She announced that the Council of Ministers presented the Social Dialogue Council with a proposal according to which the minimum wage in 2021 is to be PLN 2,800, which means an increase by PLN 200 compared to 2020, and the minimum hourly rate for specific civil law contracts in the amount of PLN 18.30. The proposed minimum wage represents an increase by 7.7% compared to the current year (PLN 2,600) and a relation to the average wage forecast for 2021 in the national economy at 53.2%. Moreover, it informed that the amount of the minimum remuneration for work in 2021, resulting from the statutory minimum, should be at least PLN 2,716,10.
