What is the „Staff-friendly Employment Agency” certification Programme?

11 companies have applied for the „Staff Friendly Employment Agency” certification programme, created by the Leviathan Confederation and OPZZ. It aims to promote the best employment agencies.

Soon, a list of distinguished agencies will be given, which show above-average concern for the quality of services provided, promote stable forms of employment, take measures to ensure health and safety at work and increase employee satisfaction.

This is the first such agreement between employers’ organisations and trade unions. The programme is primarily intended to promote high standards of placement and temporary employment services.

Obtaining the „Staff-friendly Employment Agency” certificate means:

  • entry in the list of entities recommended for cooperation by the Leviathan Confederation and the National Trade Union Agreement,
  • entry into the group of agencies that have confirmation of the provision of services at the highest level and communication of this fact to employers, employees and potential collaborators,
  • increase trust and credibility among employees and business partners,
  • increase the level of motivation and commitment among employees to act in accordance with the standards set in the company.

Certification applies to: employment placement, temporary work, employment of foreigners.

The award of the „Staff-Friendly Employment Agency” certificate is decided by a six-member Chapter composed of representatives of the Leviathan Confederation and the National Trade Union Agreement. The certificate is awarded for two years to those employment agencies that receive more than 70% of the number of points that can be earned. The detailed conditions for granting the certificate are described in the regulations.

The certificate can only go to the best agencies, so a number of criteria have been established that must be met in order to receive it. These include m.in.

• at least 2 years of operation on the Polish market,

• no arrears for social security contributions, health insurance, the Labour Fund and the Guaranteed Employee Benefits Fund and the Bridging Pension Fund, provided that the Agency is obliged to pay them,

• no tax arrears (PIT, VAT, CIT) ,

• there are no final judgments against: the agency, its managers, its control persons, finding that the rights of employees or persons engaged in gainful employment under civil law contracts have been violated during the two years preceding the date of the application

• there are no final judgments in the two years preceding the date of the application establishing the agency’s backlog of public-legal obligations to: itself, the natural persons managing it, controlling it.

• the absence of criminal proceedings relating to the activities of the agency against itself, the natural persons managing it, controlling it.

• having a physical headquarters in the Polish (specific location of the office including opening hours),

• possession of labour regulations, remuneration regulations, regulations of the company’s social benefits fund, inso far as the law requires the creation of such regulations,

• membership of associations or other organisations of employment agencies or employers.
