What is the role of the European Union’s decentralized agencies?

The European Union(EU) decentralized agencies carry out technical, scientific or administrative tasks, helping the EU institutions to shape and implement policies.

In addition, they facilitate cooperation between the EU, Member States and the social partners by collecting and sharing common technical and expertise.

Decentralized agencies are set up for an indefinite period and are based in different locations in the EU. Each agency has a specific profile and specific tasks.

The EU Directorate-General for Employment, Social Affairs and Inclusion cooperates with four EU decentralised agencies. These are:

  • The European Foundation for the Improvement of Living and Working Conditions (EUROFOUND), which provides and disseminates important information on work-related and social issues in order to support a rational and evidence-based policy in these areas.
  • The European Agency for Safety and Health at Work (EU-OSHA), which strives to make jobs safer in Europe, protect workers’ health and enable them to work more efficiently. For example, the Agency identifies and assesses new and emerging workplace risks.
  • The European Centre for the Development of Vocational Training (Cedefop), which supports the development of European VET and internal training policies and contributes to their implementation.
  • The European Training Foundation (ETF), which helps countries in transition and developing countries to exploit human potential by reforming education and training systems and the labour market in the context of EU external relations policy.
