What is the National Reform Programme?

National Reform Programmes (NRPs) are the main tool for implementing the Europe 2020 strategy at EU level. In line with the objectives of the European Semester, NRPs are updated each year and forwarded to the European Commission (EC) in April together with an update of the Stability or Convergence Programmes.

In the NAP, Member States m.in:

  • medium-term macroeconomic scenario,
  • response to the challenges contained in the National Report,
  • actions planned to achieve the Europe 2020 objectives and the recommendations of the Council of the EU,
  • examples of investment programmes supporting the transition towards a low-carbon economy,
  • linked to the idea of sustainable development.

Following the outbreak of the COVID-19 pandemic in the NRP 2020/2021, account has also been taken, in line with the European Commission’s guidelines, of Polish actions aimed at directly combating the COVID-19 pandemic and countering its expanding economic impacts contained in the laws that make up the Anti-Crisis Shield.

The first publication of the NAP sets out the national objectives of the Europe 2020 strategy, which should be achieved by 2020. Poland, within the five main objectives of the strategy, has declared that the following values have been achieved:

  • employment of 20-64 year olds at 71%,
  • r&D expenditure of 1.7% of GDP,
  • decrease in primary energy consumption to around 96 Mtoe,
  • decrease to 4.5% of early school leavers,
  • increase to 45% of 30-34 tertiary education,
  • 1.5 million people at risk of poverty or social exclusion.
