What are the tasks of the OECD National Contact Point (Organization for Economic Co-operation and Development)?

Countries implementing the OECD Guidelines are required to establish an OECD National Contact Point (OECD NCP). The main task of the OECD NCP is to disseminate the OECD Guidelines and to consider notifications of potential violations of the OECD Guidelines by enterprises.

OECD NCPs currently operate in 50 countries: 37 OECD member countries: Australia, Austria, Belgium, Chile, Czech Republic, Denmark, Estonia, Finland, France, Greece, Spain, Netherlands, Iceland, Ireland, Israel, Japan, Korea, Lithuania, Luxembourg , Latvia, Canada, Colombia, Mexico, Germany, New Zealand, Norway, Poland, Portugal, Slovakia, Slovenia, United States of America, Sweden, Switzerland, Turkey, United Kingdom, Hungary, Italy, and in 13 non-OECD countries but implementing the OECD Guidelines for Multinational Enterprises: Argentina, Brazil, Croatia, Egypt, Jordan, Kazakhstan, Costa Rica, Morocco, Peru, Romania, Tunisia, Ukraine and Uruguay.

In 2020, OECD NCPs operated in 33 countries in the ministries of economy, trade or investment, in 10 countries – in ministries of foreign affairs, in 3 countries – in investment promotion agencies. In one country, the OECD NCP operated as a private entity, and in two countries there was no data on the location of the OECD NCP.

When handling cases arising from notifications of a potential violation of the OECD Guidelines, the OECD NCP strives to strengthen the standards of responsible business conduct, assuming at the same time that a responsible enterprise participates in economic, environmental and social development, cares for respect for human rights and the natural environment, conducts dialogue with stakeholders and honestly communicates about its activities. Each OECD NCP conducts proceedings based on an adopted procedure that defines the activities undertaken by the OECD NCP at individual stages of the proceedings.

After Poland joined the OECD (1996), the OECD National Contact Point for responsible business conduct was established in the structure of the central administration in 1998 (Ministry of Treasury, Ministry of Economy). In 2001, the OECD NCP was transferred to the Polish Information and Foreign Investment Agency S.A. (PAIiIZ). Since 2016, the Polish OECD NCP functions again within the structure of the government administration – currently at the Ministry of Funds and Regional Policy.
