What is the European Agency for Safety and Health at Work?

The European Agency for Safety and Health at Work was established on the basis of the Regulation of the Council of Europe No. 2062/94 of 18 July 1994. The Regulations for the functioning of the Agency have been established on the basis of the Resolution of the Council of Europe No. 1643/95 of On June 29, 1995, the Agency is based in Bilbao (Spain). The main goals of the Agency’s activities are:

  • Collecting and disseminating scientific, technical and economic information in the European Union (EU) member states; The information collection is intended to identify national priorities and programs and provide the starting point for EU-wide priorities and programs.
  • Gathering scientific, technical and economic information on research in the field of occupational health and safety and other related research activities and disseminating the results of research and scientific activities.
  • Promotion and action for cooperation and exchange of information and experiences among EU member states in the field of occupational health and safety, including information on training programs.
  • Organization of conferences and seminars and the exchange of experts from EU Member States in the field of occupational safety and health.
  • Providing European Community bodies and member states with scientific, technical and economic information necessary for the formulation and implementation of an effective policy in the field of occupational safety and health; in particular, providing the European Commission with scientific, technical and economic information necessary for the implementation of tasks related to legislative work and rules of conduct in the field of protection of the safety and health of employees and the impact of legislative processes on the operation of enterprises, especially small and medium-sized enterprises.
  • Establish, in cooperation with EU Member States, a network and coordinate its operation, with a view to national, EU and international authorities and institutions producing information on health and safety at work and providing services in this field.
  • Collecting and sharing information in the field of occupational safety and health from third countries and international organizations (World Health Organization, International Labor Organization, Pan-American Health Organization, International Maritime Organization, etc.).
  • Providing scientific, technical and economic information on the methods and tools necessary to conduct preventive activities, with particular emphasis on the specific problems of small and medium-sized enterprises.
  • Action for the development of future joint programming activities of the European Community related to safety and security at work.
