What is a BIOZ PLAN?

A health and safety plan, abbreviated as the BIOZ Plan, is a document describing how to perform a given construction task in terms of work safety.

It can be said that this is the most important ohs document on any construction site where it is required. The document is regulated by law by the Construction Law Act of 7 July 1994, as amended.

Creating a BIOZ plan is required at the construction site if one of the conditions under Art. 21a point 1a of the Construction Law is met:

  • the works will last longer than 30 working days and at the same time at least 20 employees will be employed by them,
  • the labor intensity of the planned works will exceed 500 man-days,
  • at least one of the types of construction works will be carried out:
    • posing a risk of covering with earth or falling from a height,
    • with the use of chemicals or biological agents, the action of which endangers human health,
    • posing a risk of ionizing radiation,
    • near high-voltage lines or active communication lines,
    • posing a risk of drowning,
    • conducted in wells, underground and in tunnels,
    • performed by drivers of vehicles powered from overhead lines,
    • made in caissons, with an atmosphere produced from compressed air,
    • requiring the use of explosives,
    • during the assembly and disassembly of elements weighing more than 1 ton.

The person who is obliged to create the BIOZ Plan is the construction manager. He may also outsource the BIOZ Plan to another specialist.

When drawing up a BIOZ plan, it is necessary to take into account the safety data provided by the designer. This plan should be carried out before the start of construction work. Taking into account the constantly changing conditions on the construction site, the BIOZ Plan can be modified. The lack of a plan may result in a stop of construction and a penalty fine.

The BIOZ plan is created in order to inform the people who will perform them about what threats may occur during the next stages of work, how to protect themselves against these threats and how to act in the event of their occurrence.

Therefore, it is a very important issue, and even an obligation, to get acquainted with the BIOZ Plan, remember the provisions contained in it and comply with them. Not because there are penalties for non-compliance with the provisions of the BIOZ Plan. Not because someone told us. For the fact that the safety of ourselves and our colleagues should always be put first.
