What are the site manager’s responsibilities in terms of occupational health and safety?

The site manager is obliged to prepare or ensure that a safety and health protection plan is prepared (based on information prepared by the designer). The plan should take into account the specificity of construction works, which pose a high risk of loss of life or health. The detailed scope and form of the plan are defined in the secondary legislation to the Construction Law Act. The site manager is also the coordinator of activities for safety and health protection, therefore:

  • organizes and manages the construction of a building object in accordance with the design, building permit, technical and construction regulations and occupational health and safety regulations,
  • coordinates the implementation of tasks preventing threats to safety and health protection:
  • when developing technical or organizational assumptions for planned construction works or their specific stages, which is to be carried out simultaneously or sequentially,
  • when planning the time required to complete construction works or their specific stages.

The construction manager, coordinating the activities ensuring compliance with the principles of safety and health protection, should require from the contractors of works documents confirming the appropriate professional preparation and qualification of employees, proper training of employees in the field of health and safety, equipping employees with personal protective equipment appropriate for their work.

The construction manager, irrespective of the new duties of the OHS coordinator, is still responsible for the technical correctness of the works, timely execution of works on the construction site, keeping construction documentation, ensuring public safety by restricting access to the construction site for unauthorized persons. Site manager – OHS coordinator is an important and responsible position. Construction workers are particularly exposed to many risks – their work at height, in trenches and with the use of machines is subject to high occupational risk.
