What are the employer’s obligations in terms of fire protection?

The employer has a number of obligations in the field of fire protection. He must designate a worker to carry out fire protection activities and to ensure the evacuation of workers in accordance with fire protection regulations. It is also obliged to ensure ongoing communication with specialized external services.

The employer’s specific obligations in the field of fire protection are:

  • designation of a person to provide first aid, evacuation and fire protection; the full information should include the name of the person, the place of work and the telephone or other means of electronic communication at which he or she can be contacted; the person to whom fire protection activities will be entrusted should have appropriate qualifications, i.e. be trained in a given field;
  • compliance with construction, installation and technological requirements during the design, construction and operation of facilities;
  • equipping facilities with fire-fighting equipment and devices, ensuring their proper technical condition and proper access to them (especially to hand-held fire-fighting equipment and hydrants);
  • preparing the facility for rescue operations, including providing technically efficient and accessible (especially in winter) sources and places of water intake for fire-fighting purposes;
  • compliance with fire safety requirements related to the development of technological processes that may cause a fire or explosion hazard; in particular, care should be taken to ensure the efficiency of the safety devices and any failure should be removed before restarting the technological line or technological process;
  • compliance with the rules of operation of technical installations (electrical, lightning protection, gas, chimney and ventilation), machinery and equipment by ensuring their periodic inspections and maintenance;
  • use for fire protection of equipment, devices, elements, means and installations having itB and/or CNBOP approvals, certificates;
  • familiarizing employees with fire and order regulations (including the operation of fire-fighting equipment and evacuation) and determining how to act in the event of fire or other hazard;
  • development of fire safety instructions for public utility buildings and collective residence and placement of fire safety requirements for technological processes in the technological and operational manual (in industrial plants);
  • ensuring appropriate evacuation conditions for persons staying in the facility by adequate protection of staircases (their separation and smoke exhaust) and compliance with the requirements of the regulations regarding the degree of flammability of elements used on general communication roads for evacuation purposes or in rooms where more than 50 people can be present at the same time;
  • conducting exercises in the field of eliminating sources of threats in production plants, and in public facilities exercises on the evacuation of people and property; if necessary, the scope of exercises should be consulted with the appropriate local city/district command of the PSP.
